Speaker:
Michael Replogle is an internationally recognized expert in the field of sustainable transport. He co-founded the Institute for Transportation and Development Policy (ITDP) in 1985, a nonprofit organization that promotes environmentally sustainable transport projects and policies worldwide. He was president of ITDP from 1985-1992 and 1998-2009, and managing director of ITDP from 2009-2015.

Following a meeting at the Brazilian Embassy to honor Jaime Lerner (the Mayor of Curitiba), Michael, who was actively critical of the lack of attention by the World Bank to Non-Motorized Vehicles (NMVs), was recruited as a consultant for the World Bank by Peter Midgley in 1990 to undertake a review of NMVs in Asia (as part of the “Urban Transport in Asia: An Operational Agenda for the 1990s” published in 1994). Michael provided the first comprehensive overview ever undertaken of the use of NMVs in Asian cities that provided the basis for Bank policies to promote NMVs in Asia and elsewhere. His review was published by the Bank as a Technical Paper in 1992 (“Non-motorized vehicles in Asian cities”).

He has served on the World Economic Forum Global Agenda Council on the Future of Transportation and he was the Transport Director of the Environmental Defense Fund where he promoted more efficient mobility with a smaller environmental footprint.

Michael has three decades of experience shaping transportation and land use policies to support better mobility and economic development, working with both the public and private sector. He has expertise in public policy, public private partnerships, innovative transportation incentives and finance, road and public transportation system engineering and asset management, road pricing, environmental appraisal and policy, planning, and public involvement strategies.

Michael was appointed Deputy Commissioner for Policy of the New York City Department of Transportation in 2015 to develop strategy and advise the city on transportation issues. He manages DOT’s Policy Division which is preparing as agency-wide strategic plan, advancing Vision Zero efforts to eliminate road-crash related deaths and serious injuries, and shaping freight and parking strategy, climate change mitigation and resilience, and shared mobility.
