Africa Transport Program (SSATP)

Since its launch almost 35 years ago, the Africa Transport Program (SSATP—its original acronym when its geographic focus was in Sub-Saharan Africa) represents a long-standing forum for transport policy exchanges and development in Africa. The SSATP actively partners with the Africa Union Commission, African member countries, development partners, regional economic communities, and other public and private sector organizations to convene discussions to address transport policy issues hindering the advancement and contribution of a safe, inclusive, sustainable, and reliable transport sector to the regional’s social and economic development. As the leading transport policy development forum in Africa, the SSATP exhibits a strong convening and networking power. The SSATP is currently implementing its Fourth Development Plan (2022-2026) with a focus on regional integration, urban mobility, road safety and road asset management. Financial support to the SSATP is provided by the European Commision (EC), the Swiss Secretariat of Economic Affairs (SECO), the African Development Bank (AfDB), the Agence Française de Développement (AFD), and the World Bank (that houses its technical and administrative teams). The SSATP builds on the strong ownership of the African Union Commission and the United Nations Economic Commission for Africa and participation of its 42 member countries.

Speaker:  Mr. Mustapha Benmaamar, SSATP Program Manager has kindly agreed to make a presentation on the main transport sector policy challenges in Africa and the SSATP efforts under the ongoing Fourth Development Plan to address them. Mustapha joined the World Bank in 2004 as Sr. Transport Policy Advisor to the SSATP. He has worked across three regions as Transport Sector Coordinator in East Asia, then as Transport Sector Program Leader in the Europe and Central Asia region, and, before taking over as SSATP Program Manager in 2021, the Lead Transport Economist in the West and Central Africa region. Prior to joining the Bank, Mustapha was Principal Transport Economist with the UK Transport Research Laboratory, TRL. Mustapha, an Algerian national, holds a Master in Transport Economics from the University of Bradford, UK.
