Uma Lele: She has an MS and PhD in Applied Economics from Cornell University. She is President Elect of the International Association of Agricultural Economists, affiliated with the Institute of Economic Growth, Delhi. She has more than four decades of experience in research, operations, policy analysis, and evaluation, a major part of it acquired working in the World Bank in various capacities (1971-2006) in Asia, Latin America and Sub-Saharan Africa. She has taught at Cornell University and the University of Florida and worked with several organizations including FAO, CGIAR, IFAD, the Carter Center, and the M.S. Swaminathan Foundation. Published extensively she is a recipient of many awards www.Umalele.org. Lele and Plusquellec have enjoyed many years of collaboration.
Hervé Plusquellec: He has over fifty-five years’ experience in the irrigation sector. He has worked in nearly all countries with substantial irrigation development. He joined the Bank in 1976 after years in public administration international consulting. He became Irrigation Adviser in late 1990s in the Agriculture and Rural Department. Presently, he continues to be active with the Bank and other donor agencies such as the Millennium Challenge Corporation in the irrigation sector. He advocates improving the performance of irrigation systems given that irrigated lands have reached their limits in terms of land and water resources and the over-exploitation of groundwater resources in many countries. He has published on improving the performance of irrigation and contribution of irrigation to food security.
