Ukraine’s Tragedy is Now Global: Impacts on Food Security

A joint presentation by the 1818 Agriculture and Rural Development Thematic Group and IFPRI (International Food Policy Research Institute)

Summary: IFPRI has been monitoring the impact of Russia’s invasion of Ukraine on food security. High food prices and supply disruptions are hitting Middle Eastern and North African (MENA) countries like Egypt, Sudan, Yemen and Lebanon hard, partly due to their heavy dependence on wheat imports. We are delighted to have David Laborde, Joe Glauber and Clemens Breisinger from IFPRI and our own Nadim Khouri to discuss: (i) the global impact of the Ukraine war; (ii) the role of global instruments such as the Agricultural Market Information System (AMIS) in helping grain markets in times of uncertainty; (iii) on-going policy and program responses at country level; and (iv) how we all could get better at supporting countries to analyze (future) crisis impacts and policy responses.

Speakers:

  • Joseph Glauber is a Senior Research Fellow at IFPRI in the Markets, Trade and Institutions Division. He also serves as interim Secretary for the Agricultural Market Information System (AMIS). Prior to joining IFPRI, he spent over 30 years at USDA including as chief Economist from 2008 to 2014. He also served as chief US agricultural negotiator at the WTO during the Doha talks as well as economic adviser during the Uruguay Round negotiations.
  • David Laborde is a Senior Research Fellow in the Markets, Trade and Institutions Division and the Theme Leader on Macroeconomics and Trade for IFPRI. His research interests include globalization, international trade, measurement and modeling of protectionism as well as environmental issues. He is a contributor to the GTAP database and a GTAP research fellow since 2005. Prior to joining IFPRI (in 2007) he was an Economist at the Centre d’Études Prospectives de d’Information Internationales (CEPII) in Paris and Lecturer at the University of Pau (France);
  • Nadim Khouri is a member of the 1818 Society, an Independent Researcher who had a 20-year career at the World Bank (mainly South Asia and LAC) before he joined IFAD and then the UN Economic and Social Commission for Western Asia (ESCWA). His interests include food security and climate-smart agriculture. His collaboration with IFPRI started while at IFAD on developing a research program with Clemens Breisinger on whether investments in rural development and food security reduce conflict.
  • Kibrom Abay is a Country Program Leader/Research Fellow in the Development Strategy and Governance Division at IFPRI, based in Cairo. He is a development and agricultural economist with research interests covering rural development, agricultural transformation, urbanization, food and nutrition security, and behavioral economics. Before joining IFPRI, he has worked as Postdoctoral researcher at the University of Copenhagen and the International Livestock Research Institute (ILRI).
