‘Possibilist’ Ventures in Land Reform: Albert O. Hirschman, the World Bank and a Colombian Misadventure

Speaker : John Heath, a Bank staff member from 1990 to 2015, and now a consultant for IEG and a professor at American University will discuss his paper on the noted development economist Albert O. Hirschman and his experiences with working on land reform in Colombia with the World Bank.

The two land reform approaches used were, in Hirschman’s sense, ‘possibilist’: they aimed to seize a unique opportunity in a specific historical conjuncture. Both attempts failed. They neither reduced the level of concentration of landholding; nor did they help to reduce rural poverty and create a new class of prosperous small farmers. This paper examines the Colombian land reform experience in the light of six possibilist maxims derived from Hirschman.
